ANBOUND's chief researcher Chen Gong, who has studied the New Silk Road issue for long time, warns that China's current resource and conditions can not build "the belt and road" simultaneously, but to centralize the resources to promote the "new silk road", stabilize Xinjiang Province and explore the central Asia. In this case, the central government has to give up part of the highbrow expectation and political wills, implement practical measures, focus on national interest, and take advantage of "Marshall Plan" as strategic tool in terms of system and mechanism, in order to gain the dominant power over trade and strategy based on China's land power.
